The Maritime and Port Authority of Singapore (MPA) has launched an <\/p>\n

Expression of Interest (EOI) to explore scalable solutions for sea-based <\/p>\n

liquefied natural gas (LNG) reloading and the supply of e\/bio-methane as marine <\/p>\n

fuel in the Port of Singapore.<\/strong><\/p>\n

This development reportedly complements the existing onshore LNG bunkering <\/p>\n

storage and jetty capacities.<\/p>\n

<\/p>\n

LNG bunkering in Singapore has grown from 16,000 tonnes delivered in 2022 <\/p>\n

to over 385,000 tonnes delivered from January to October 2024.<\/p>\n

<\/p>\n

The EOI seeks to gather proposals on three areas: to scale up sea-based <\/p>\n

reloading operations, including ship-to-bunker barge LNG operations; to <\/p>\n

facilitate the supply of LNG alternatives such as liquefied bio-methane; and to <\/p>\n

develop floating platform concepts to enhance bunkering safety and <\/p>\n

efficiency.<\/p>\n

<\/p>\n

The EOI proposals should also include mitigation measures to address the <\/p>\n

issue of methane slip on a well-to-wake basis.<\/p>\n<\/p>\n

Participants in the EOI do not need to be an existing LNG bunkering <\/p>\n

licensee, as per MPA\u2019s statement. Participants are required to propose models <\/p>\n

for operationalising sea-based LNG reloading starting from 2025.<\/p>\n

<\/p>\n

Participants selected will be required to conduct trials in Singapore to <\/p>\n

validate the proposed solution\u2019s operational feasibility and safety.<\/p>\n

<\/p>\n

Insights gained from the EOI and trials will inform MPA\u2019s review of the LNG <\/p>\n

licensing framework, including enhancements to supply to better serve the <\/p>\n

industry\u2019s bunkering needs.<\/p>\n

<\/p>\n

In October, the MPA and the IRENA signed a Memorandum of Understanding <\/p>\n

(MoU) to accelerate the energy transition in the global maritime and port <\/p>\n

sectors.<\/p>\n

<\/p>\n

Earlier this month, Mitsui O.S.K. Lines, Ltd. (MOL) signed a comprehensive <\/p>\n

Memorandum of Understanding (MoU) with the MPA to deepen cooperation in the <\/p>\n
