The International Maritime Organization (IMO) has decided to <\/p>\n

provide a possible draft outline of an \u2018IMO net-zero framework\u2019 for reducing GHG <\/p>\n

emissions from international shipping.<\/strong><\/p>\n

This is a step ahead in the legal process towards implementing global <\/p>\n

rules, known as \u2018mid-term GHG reduction measures\u2019, to help reach the objectives <\/p>\n

included in the 2023 IMO Strategy on the Reduction of GHG Emissions from <\/p>\n

Ships.<\/p>\n

<\/p>\n

The draft outline illustration of a potential IMO net-zero framework <\/p>\n

includes regulations from the International Convention for the Prevention of <\/p>\n

Pollution from Ships (MARPOL) that will be adopted or amended to allow for a new <\/p>\n

global fuel standard and a new global pricing mechanism for maritime GHG <\/p>\n

emissions.<\/p>\n

<\/p>\n

According to the organisation, these may include a proposed new Chapter 5 <\/p>\n

of MARPOL Annex VI including regulations on the IMO net-zero framework, which <\/p>\n

would encompass: a goal-based marine fuel standard that regulates the gradual <\/p>\n

decrease of the marine fuel\u2019s GHG intensity, and an economic mechanisms to <\/p>\n

encourage the transition to net zero.<\/p>\n

<\/p>\n

The goal-based marine fuel standard and pricing mechanism are mid-term GHG <\/p>\n

reduction measures specified in the revised IMO Strategy on the Reduction of GHG <\/p>\n

Emissions from ships, adopted in July 2023.<\/p>\n

<\/p>\n

IMO noted that several recommendations for what these actions should <\/p>\n

involve are now under consideration.<\/p>\n

<\/p>\n

The probable draft outline for the net-zero framework will be used as a <\/p>\n

starting point to combine the numerous approaches into a possible common <\/p>\n

structure to assist further talks, with the knowledge that this outline will be <\/p>\n

subject to modification as debates advance.<\/p>\n

<\/p>\n

In addition to the development of the legal framework, MEPC announced its <\/p>\n

next meeting (MEPC 82), which will take place from 30 September to 4 October <\/p>\n

2024.<\/p>\n

In February, IMO divided its objectives and priorities for the next four <\/p>\n
