Port of San Diego’s VSR programme nears full compliance

The Port of San Diego has recognised 24 cargo and shipping carriers for their participation in its voluntary Vessel Speed Reduction (VSR) Programme, following a strong compliance performance in 2025.

The programme, an objective of the port’s Maritime Clean Air Strategy, asks cargo vessels to reduce speeds to 12 knots as they approach San Diego Bay.


Last year, the scheme achieved a 94 per cent compliance rate within 20 nautical miles of the bay and 81 per cent within 40 nautical miles. Participating vessels collectively cut approximately 6,500 metric tons of greenhouse gas emissions.


Seven carriers were recognised for participation within the 20-nautical-mile zone: Dowa, Grieg Star, Intermarine, MOL, Pasha Hawaiian Lines, U.S. Army, and Holland America Line.


A further 17 carriers achieved compliance across both the 20- and 40-nautical-mile zones: Paramount Shipping Services, BigLift, LDC, BBC Chartering, Dole, Liberty Maritime, Ben Nevis Shipping, CIDO, Pacific Basin, Zucarmex, HMM, NYK Line, Canada Steamship Lines, Silversea, Viking, Princess Cruises, and Disney Cruise Line.


Chair Ann Moore of the Port of San Diego Board of Port Commissioners said: “The success of the Vessel Speed Reduction Program shows what’s possible when industry partners work together to support cleaner air and healthier communities. We greatly appreciate the carriers participating in this voluntary effort and their continued commitment to the environmental stewardship of the San Diego region.”
